High Schools in San Francisco: An Athletic Wasteland. A city that used to produce star athletes now sends only a handful of seniors to Division I colleges. Budget cuts restrict high schools to $8,000 for equipment and travel for all their teams. Students' grades often slip below the 2.0 required for eligibility. This decline is also evident in other big city school systems.

Oakland Uses Summer School To Keep Athletes in Good Academic Standing. Football coach John Beam tells his players that if they don't have a 3.0 average, they need to be in summer school. Since he drills his team during the summer, most are already on campus. The discipline works, and many go on to college.
